Replace cityhash with XXH3 #1
Description
While there is a PR for cityhash to use the ARM crc32 function, cityhash itself seems unmaintained.
Switching to xxHash may therefore be prudent to get a maintained non-crypto hash implementation, performing adequately on modern architectures.
