Describe the bug
nodeSpreadTopologyKey is not being taken into account when replicas are added to an existing volume

To Reproduce
Steps to reproduce the behavior:

  1. Create volume with nodeSpreadTopologyKey
  2. Increase replica count

Expected behavior
nodeSpreadTopologyKey should be enforced.
