Description
Upon hovering over a library indicator icon, tooltips should appear giving any context based on the status of the library object.

In the above table, the top section are the tooltips for reference level objects. Below "Ref as descendant" are tooltips for objects that we want to alert something to address at a reference level (to an ancestor)
