Library Filter
Specs
- By default, all libraries are selected.
- Sort by collection is inactive unless only one library is selected. When inactive, there should be a tooltip with the text: "Select only one library to filter by collection"
- Clicking the filter icon should expand the filter options below
- When filters are active, the "Clear Filters" button should be available
- User state should persist for Library selection only: when a user selects a library and adds to a course, the next time the user enters an "add existing" flow, the library selection should persist.
