Highlights are moved to the sidebar and has three states:

Specs
- Container blocks on the Outline page have a settings tab.
- Certain settings are only visible if enabled:
- Release date and time: course must be instructor paced
- Set as special exam: if timed exams are enabled
- Grading:
- If a subsection is set to grading, the dropdown for assignment type selection and the entry boxes for scheduling should appear
- Access Restrictions:
- If a group type is selected, group listings should appear below as is currently the case in the settings modal
- Highlights have three states shown above.
- In an empty state, an "add highlights" button
- Expanded:
- one more entry box than the number of highlights set. If no highlights, 1 box, if 1, 2 boxes.
- A button to add more highlights
- Collapsed: A card displaying the number of highlights currently set
- For Units, when toggling to "staff only" the change is immediate as is currently the case
- if a unit is set to staff only and user clicks to make visible to students, user should see the current confirmation dialog:
