Some comments I've gathered from the community survey on the challenges/suggestions section:
I have not used them heavily in a while so not sure, but perhaps simple templates for creating new hooks and filters would be nice.
A quick start that created an in process plugin that could be installed in to the platform that could listen to events and do something simple, like log them.
