Description
User Story
As a course delivery team member with any of the following roles in the course: Course Admin, Course Staff, I want to be able to create a static user group directly via the UI, so that I can easily create a user group without having to create and upload a CSV file.
Acceptance Criteria
Given I am a course delivery team member with any of the following roles in the course: Course Admin, Course Staff
When I enter one or more usernames in the Add users field and click submit
Then I see that a user group has been created that includes the users I added via the create user group UI
OR
When I enter one or more email addresses in the Add users field and click submit
Then I see that a user group has been created that includes the users I added via the create user group UI
AND when I've tried to add user(s) that do not have an account on the platform or that is not yet enrolled in the course
Then the user group is created without those users and the course delivery team member is notified that the unregistered and/or unenrolled users in the CSV were not added to the user group
