Make Built In Video Block to start using VideoConfigService

Here is the PR for
the implementation of this story.

Pre-requisites:

• Move video sharing feature into new VideoConfig service #426 should be merged into master
• chore: Introduce a new service VideoConfig for the Extracted Video XBlock edx-platform#37383 should rebased with master
• VideoConfigService implementation should be finalized (or near to be finalized)

Acceptance Criteria:

• USE_EXTRACTED_VIDEO_BLOCK should be false
• All test cases (including karma) should pass successfully
• Smoke test on Video Block should be successful
