OpenAPI 3.1.2 and 3.2.0 have been released

OAI has released v3.2.0 and v3.1.2 of the OpenAPI Specification: https://github.com/OAI/OpenAPI-Specification/releases

We need to decide whether to reference v3.1 or v3.2 in v1.1 of Features Part 1.

If we stick to OpenAPI 3.1 for now, we need to reference v3.1.2 instead of v3.1.1.

@cportele my feeling is to stick with 3.1 for now. With 3.2 just released the tooling has probably not caught up. Yes, v3.1.2 would be the one to reference.
Just my $0.25CDN worth ... ;)

@pvretano - I agree, we should wait for tooling to catch up with the new version. Should be quicker than with 3.1.

After a quick look, there is no new capability that we urgently need, I think. For Part 10 we will likely need the support for the Query method. Support for sequential media types could also be useful in general (those exist, but are not much used AFAICT, e.g., for GeoJSON and CityJSON).

@cportele ++1 for using the QUERY method for part 10. I should have a draft in the next month or so based on the proposal in github plus the content from the test bed ER's.
