Because there is a strong connection between the "actual" HTTP methods, and the different requirements/chapters in the standard, links (such as the PATCH in the image) should be added consistently across the document when referring to the requirement. This will remove the ambiguity with situations where "HTTP PATCH" for example is used to refer to the HTTP method in general (or as per the HTTP specification), rather than the OGC requirement.
