[MainUI] Show long thing property values in a tooltip, when the mouse is over

With openHAB 5.1 build 4902 when looking at the properties of a thing, if a property value is too long, an 🛈 symbol is displayed and by clicking on it the whole property value is shown.

It would be good if in addition a tooltip shows the value of the property, when the mouse is over, so that it is not necessary to click on 🛈 to see the value.

If I make the window narrower the menu on the left disappears, making the space for the properties wider. Even if there is enough space to show the value it is still shortened… If I make the windows sevaral times narrow and wide at some moment the full text is shown:

If I make the windows several times narrow and wide eventually the 🛈 symbol disappears:

So there is no relation on whether there is a 🛈 symbol and whether the whole text is displayed:

because all four combinations are possible:

• text is abbreviated, 🛈 symbol is shown
• text is abbreviated, 🛈 symbol is not shown
• text is not abbreviated, 🛈 symbol is shown
• text is not abbreviated, 🛈 symbol is not shown
