Review iGov profile

The iGov Profile for OpenID Connect profiles OIDC in a similar way as described in the IPSIE charter. It is likely that we have slightly different needs in an enterprise context, but this document would be a good structure to use as a starting point.

Let's discuss this in the next WG meeting to review what we would want to add/remove from this for the IPSIE profile of OpenID Connect.
