Inside your location to build the binaries (ie ../SlicerOpenIGTLink-bin), you should have a directory called "inner-build". In that directory there is a "Package" project which you should open. Then build that package project. This creates a zip file which you can then use to "Manually Install Extension From File" using Slicer's extension manager.
