Scroll bar does not show in Popup.FramedCloud in mobile devices (OL 2.13.1)

Hello Openlayers developers,

We are developing a GIS website using OL 2.13.1. On desktop and laptop all works fine in all browsers.
In mobile devices (phones and tablets - Android and iPhone (Safari / Chrome / Firefox) the Popup.FramedCloud does not show scroll bars, both horizontal and vertical.
We tried all tricks with css and JavaScript but no help.
Interestingly when we resize a browser to phone size on a laptop it works fine and scroll bars are showing.

We looked in stackoverflow and other sites but no useful info was found.

Not sure if this is supported in OL 2.13.1, so not sure if this is a BUG or simply not supported in 2.13.1.

Can some developer please review and advice if this is a known issue in OL 2.x?
Can this work in OL 2.x?
Is it supported at all in newer versions?
We can consider upgrading to 3.x or 4.x BUT this can take some time and if possible we would prefer to patch our OL 2.13.1 (for the time being), so we can prepare for newer version with more time.

Can you tell me why you decided to use OpenLayers 2 in a project in 2017, when the new version has been out since 2014?

Hi Bart,
Thanks for responding.
This project started a while ago and it evolved, this is not a new project but a new functionality/feature we are adding. It is on our list of course to upgrade to newer OL (probably 4.x). But it is a major upgrade and we try for now to make things work with older version that overall works fine. Do you think the specific issue with the scroll bars would work fine with OL 4?

We decided to run some quick tests with OL4 to check if same issue shows also on OL4.
I hope OL4 tests will work fine.
