Define unique constraint on Policy

The Policy endpoint doesn't cleary specify how to define a unique policy. It happens that users assign a new policy (policy_id) when creating new zones with existing policy. It would be good to add languages about unique constraint on policy (a list of data fields to define a unique policy).
