Move Parcel information into an API

Some features we may want to consider/create separate issues for:
-Paging
-Searching by zip code
-Searching by street address
-Searching by landlord
-Loading views

Another topic for discussion, do we need to store all the data? Would it be ok to make the request for the violations directly?
Same could go for evictions/registration status? Evictions make less sense because there isn't an open api for it but it seems worth mentioning.
