This is currently [hardcoded](https://github.com/opensafely-core/setup-action/blob/bf617d30d6dcd783cd6d4bc5134d02f9cbf35543/action.yml#L34). Just is [now on 1.13.0](https://github.com/casey/just/releases/tag/1.13.0).
