Services should be able to new an internal, IPC, SDK client

Currently, with the internal SDK we create a shared client with a shared HTTPClient. The issue is that the service doesn't have control over the HTTP options and is depending on unified behavior. This is not always the case.

We want to balance platform governance with flexibility. Currently we are leaning too far towards governance.
