Expected behavior

OpenTripPlanner should not tell me to cycle on footways. If I must do so, it should tell me to walk my bike.

Observed behavior

It routes me on a footway for hundreds of metres without telling me to dismount.

A series of git blames has found out that such illegal behavior has put in the code for a whopping 14 years already from commit 8567b04.
