20160111-secure-frame-enc-alpha: TODO-632: allow empty plain/cypher text

Either the plain/cypher text or the auth text can be empty
(though not both).

So we can, for example, authenticate an empty beacon frame.

20160109-fixed-tag-check-bug: TODO-632: tests running again

Fixed possibly serious problem in tag checking,
using the wrong (unpadded) length before in some cases,
causing failure to verify data just encrypted.
