[Dev Team] Backwards Incompatibility in the Upcoming 3.25.0 Release

Hello everyone,

I just wanted to make a post regarding our upcoming releases for versions 3.24.0 and 3.25.0.

• 3.24.0 will be a transitional release. We're changing the convention in how OpenMDAO users are expected to manage distributed inputs per POEM 75. Version 3.24 will issue a deprecation warning regarding this change.

• 3.25.0 will be backwards incompatible for those users who utilize distributed inputs in the ways covered by POEM 75. POEM 075 will be implemented but no other changes will be made.

These releases will be made in quick succession to provide a transition from the "old" way of doing distributed I/O to the new standard, and we'll resume a more normal release cadence following these.

If you're not using distributed I/O in OpenMDAO, this change will not impact you.
