Discussion on patch request

Hello everyone
First of all, thanks for this wonderful project.
I have this idea that I couldn't find discussion elsewhere.
Is there any way to request a patch based on priority and people's needs? And most importantly is it decided based on a bounty.
People who really need certain patch will contribute financially to whomever able to patch it.
I think in that way it will facilitate patching for both patchers and those who is in need.
Anything like this exist that I'm not aware of?
Please enlighten me.
