DIAL context information on QR code scan

Background:
sunbird-specs/DIAL-specs#2

Any adopter who adopted the DIAL service can define the DIAL context. Mead what information should be sent in the DIAL metadata(On QR code scan) can be defined by the adopter.

As part of the initial implementation, we have gone through the below solution. Please share your inputs/suggestions

Default Sunbird DIAL context definition

Adopter definition should consist mainly 3 files

Sl No.	File name	Description
1	schema.jsonld	DIAL context vocabulary (What properties can be present if DIAL context information)
2	context.json	Actual response structure of the DIAL context information (properties that are defined in the above vocabulary file).
3	contextValidation.json (optional)	DIAL service will use this for strict validation while creation/generation of DIAL
