dns-primary is lazy, claiming "No changes. Your infrastructure matches the configuration."

Hello,

I purchased my service domain in the core-dns account. Now, I'm trying to deploy the dns-primary component for the service domain by running:

atmos terraform deploy dns-primary -s core-gbl-dns

but I get the following message:

No changes. Your infrastructure matches the configuration.

And just to be sure I ran: atmos terraform show dns-primary --stack core-gbl-dns and got:

Initializing the backend...

Successfully configured the backend "s3"! OpenTofu will automatically
use this backend unless the backend configuration changes.

OpenTofu has been successfully initialized!

That is expected. Deploying the dns-primary component will provision the hosted zone but doesn't connected a registered domain to that zone.

To connect the registered domain, you'll need to update the registrar to use the NS records given by the hosted you've deployed with dns-primary.

ah perhaps the dns-primary component hasnt been vendored yet and therefore there are no resources to plan? Is there anything in the component's directory, components/terraform/dns-primary?
