Transcoding a video, the bitrate is higher

I have an x265 HEVC video of ~1500 kbps with ASS subtitles, the TV does not seem to support this subtitle format, and therefore the media is transcoded, however the bit rate increases to 6.6Mbps

I tried by setting 200Mbps max, but also 1mbps max, and same result

Same on the tablet

Is this normal?

I also see such transcoding. Why is the video stream being upsampled?
Uses useless power and bandwidth.

Couldn'd the mp4 stream simply be extracted and remuxed with audio?

Because it's transcoding to AVC (H264) which requires a higher bitrate for the same quality...
