Telemetry for open-source projects

Hi all, does NumFOCUS provide any guidelines on including telemetry in open-source projects? Or can projects who have implemented it share their experience?

• collecting anonymous user ids (uuid) or only aggregated information
• opt-in vs opt-out
• if collecting emails, how to stay compliant with GDPR

I'm currently not working on any NumFOCUS Affiliated nor Sponsored project but I did extensive research on this topic last year in case it helps.

This is an exploration of what some data-related projects are doing kedro-org/kedro-plugins#510 (comment) tl;dr everybody goes with opt-out, visible warnings, and clear privacy policies. Most projects do their best to avoid collecting and storing personal data (including IP addresses, contact details).
