RF Data Quality Control

Hello, I have a python package that I began working on last year as part of OHW 2021 that aims to provide a suite of features to aid in radio frequency data quality control. The current implementation provides load/save functionality for data stored in CODAR format, which produces spectra stored as numpy arrays. In addition, there is a base-class for implementing signal filters, complete with the ability to compose different implementations (a sort of 'filter pipeline').

This year, I was hoping to iterate on this project in a couple of ways:

1. Implement some signal filters, motivated of course by individual rf quality control needs.
2. Implement (de)serialization for other binary rf data formats besides CODAR. The filter base class is somewhat coupled to the data structure used to store CODAR data, this could motivate a more generic data representation in python.
