Self-nomination for Stacks Maintainer role

I have been an active user and contributor of the paketo project for some years now and would like to express my interest in being a stacks maintainer.

This will ultimately be in an effort to support multi-arch as outlined in this RFC PR created by me (as jpena-r7).

I'd also like to nominate @pacostas as he has been doing lots of work on the ubi stack as well as helping to make progress on adding multi-arch to the tiny stack.
