Is it possible to set the default package installation protocol to "catalog:"?

1. If a package has an entry in the workspace catalog, e.g. ms, I want to have pnpm add ms behave the same as if I had run pnpm add "ms@catalog:"
2. If a package does not have an entry the workspace catalog, e.g. ms, I want to have pnpm add ms create an entry in the catalog with the version that would have been installed and then add ms to the package with the catalog: version specifier

Can such a thing be achieved atm without a custom script?
