pnpm install fails with "EPERM: operation not permitted" on WSL (Windows)

I'm wondering if anyone has encountered this or has any ideas. No matter how I install pnpm on WSL (curl / homebrew / npm), it can't run pnpm install. It throws EPERM: operation not permitted, futime and creates a tmp file in my repo
