When there is no network it is not possible to start an origo app.

Describe the solution you'd like
An origo app should be possible to start from a local cache when no network is available. This would leverage the usage of #1901 as it will protect against losing the session when closing browser or navigating away from the origo app.

Implement the offline support in the hosting page.

Additional context
We have made a PoC of a map that can be started from local cache without network connection. The ideas from that PoC could form a basis for an implementation of this feature.
