Character sum functions and parameter descriptions

The sum function for character type 9 of SL3.1 is not reconstructible from its parameter descriptions. @frankluebeck Do you know about that and are there more such sum functions?

I agree that the parameter description is incomplete. The parameter tuples (nN,mM) = ((q-1)/2, 2(q-1)/3) and (2(q-1)/2,(q-1)/3) must also be excluded. So, 3 nN and 3 mM must not be multiples of (q-1) at the same time.

Maybe this condition was left out because it cannot be expressed as a single exception. But I cannot remember any discussions on this point. The accurate description is in the sum function.
