Add facstd #858
Description
In Singular, facstd is a factorizing GB function that is incredibly powerful in decomposition algorithms like primary decomposition. It would be great to have it available in Singular.jl to explore the implementation of such algorithms in julia.
@hannes14 claimed that this shouldn't be too difficult to make available.
