[osg-jupyter] Add wrapper script for submitting to the ephemeral EP #1
Description
When running as an OSPool user, the assumption is that the user will have a "personal", ephemeral execution point that they can use for testing jobs intended to run on the wider OSPool. The submit description must contain certain attributes in order for the job to run on this personal EP.
It would be convenient for the user if there was a wrapper for condor_submit that automatically and transparently added the necessary attributes for running on this personal EP. This way, the user would not need to maintain multiple versions of their submit file.
