[CI] Test `node` install via Github Actions

We should add a GithubAction similar to: https://github.com/osmosis-labs/osmosis-installer/blob/main/.github/workflows/test-client.yaml but to test the node install.

This workflow would be more expensive as it would need to run a fullnode and we would have to run this in our self-hosted runners.
