Checking for pyup should be removed

In checks/raw/dependency_update_tool.go, scorecard checks for pyup which is dead for over 4 years now. The presence of a .pyup.yml file should thus no longer be considered in this check.

I would propse to remove this check and references to it throughout the documentation.
