Verify that BAM File Stats Viewer is Launching Properly

It was noted by @demariadaniel at our last planning meeting that the BAM File Stats Viewer may not be launching properly on his local copy. This may be a bug that needs to be investigated and fixed.

Expected Outcomes:

• Verify that BAM file stats viewer can be launched properly from the Stage UI after selecting a BAM file
• If not working, fix the bug

Iobio Data Broker requests to Stage data URLs (https://object.genomeinformatics.org/...) are failing locally, using both Stage and Stats generator tool
