Allow all SanatizeArgs variants to return a fixed amount of asterisks

Currently SanatizeArgs and other Sanitize functions will sanitize the argument with a variable sized amount of asterisks based on the input. This may give some information away about non-fixed length elements. There should be an option to set this to a fixed length amount of asterisks.

@csanders-git will this only be a v3 feature, or do we want this in 2.9.x as well?

i'd say this would be a v3 feature. it isn't particularly requested by a lot of people - something that came up during a training once.
