Show or link to firewall rules on instance networking tab

Ben attempted to filter for relevant rules in #1890, but that is fraught given the impossibility of recreating networking logic on the client. I wonder if we could either list all the rules, or just link to the page from a very prominent box inside the networking tab. We do link to the VPC at the top but a) you might not realize that's where you need to go for firewall rules (we've talked about this), and b) it's not inside the networking tab you just clicked on.

Background: thinking about what it would look like to have a guided flow for debugging instance networking, and then backing out from that into what non-guided pages might show to enable a similar debugging process.

Perhaps also worth floating with the networking boffins if there's a way to have this come from the control plane relatively easily without the spaghetti logic?
