Sending a POST to /dashboard/restore no longer automatically restores the dashboard

In previous versions, sending a post to /dashboard/restore outside of OWF would restore the dashboard for the user.  In 7.17.1, this no longer happens automatically.  Since closing or refreshing the browser automatically saves the dashboard state, users can't restore their dashboard via other means.  We want calling /dashboard/restore to automatically restore the dashboard if a user has it open.
