[Bazel] Add p4c to Bazel Central Registry (BCR)

This will make it convenient for other Bazel projects to depend on p4c.

Without this, every Bazel project transitively depending on p4c has to specify a git_override for p4runtime, which is inconvenient and not compositional.

I created the same issue for p4runtime and p4-constraints:

• Add P4Runtime to the Bazel Central Registry (BCR) p4runtime#572
• Add p4-constraints to the Bazel Central Registry (BCR) #572 p4-constraints#179

I created this pull request [ https://github.com//pull/5459 ] as a first step towards adding p4c to the Bazel Central Registry.
this will make the p4c Bazel rules work correctly with bzlmod
Please review it and let me know if any changes are needed
