[BUG]: Entry Point Not Found

Description

After upgrading to 1.8 the GUI cannot start. Receive the pactus-gui.exe information window: The procedure entry point clock_gettime64 could not be located in the dynamic link library C:\Program Files\Pactus\pactus-gui\libstdc++-6.dll.
The .dll file is located in the directory.

Maybe this file removed by antivirus or etc? I run pactus GUI latest version into windows 10 and 11.

Without any issue worked.

This issue happens on Windows Server 2019. Based on user feedback, it is a cheap hosting.

that is quite common for vps. as MS license are very costly.
