Support pandas 3.0

pandas 3.0 is now released. Tasks to do:

1. Change the tests to no longer support 2.3.x
   • Remove PD_LTE_23
   • Update or remove references to pytest_warns_bounded
   • Use the above references to update the stubs to remove items no longer available in 3.0 (if necessary)
2. Once the tests pass with pandas 3.0, do a new release of the stubs
3. Create a 3.0 compatibility tracker

@cmp0xff or @loicdiridollou let me know if either of you will do (1) or (3), otherwise I will take (1) on. Whoever does (1), please set me as the reviewer. Once (1) is done, I will do (2).
