Rivet causing failed RPC calls even when not active

Describe the bug
Rivet wallet attempts to connect to localhost:8545 even when the RPC or chain is not localhost and the wallet is disconnected (ie, using metamask).

This results in failed network requests, and the only way to fix this is to manually disable the rivet extension.

To Reproduce
Steps to reproduce the behavior:

1. Connect to sepolia network on localhost
2. View logs of rivet interfering with network requests when extension is not connected

Expected behavior
Rivet should only run when prompted (rivet wallet is connected)
