[CI] Add linter and tests

We should have the linter run on the PRs and have tests being run in order to check we don't break functionality.

As a first step:

• Create a workflow that executes the RPC tests (on PR)
• Create a workflow executing the OZ tests (depends on them being run in parallel otherwise it will take hours)
