Test what happens if we don't have enough validators with min_self_stake #10618
Description
We are going to set a min self stake on validators from March (tentatively 10k DOT but the number is not relevant here).
We should test carefully what happens once we enact the change on min self stake and we don't have enough validators with the min self stake.
