Ability to list all log targets

Motivation

Working with polkadot-sdk often require troubleshooting/debugging. One important part of doing that job is to rely on the logs.
Currently, enabling the full DEBUG level is too verbose to be directly used.

Request

I suggest we offer a tool/command or at least a documentation page (DEBUG.md ?) which contains the list of targets (and their purpose) to help troubleshooting.

Then we could write some script to fetch all of them.
