Fix or remove 0003-required-headers-synced-while-active bridges zombienet test #9226

Related to #3176
Opening a separate issue for this in order to close #3176 since the main work there is done.
There is one bridges integration test that was added before having the final framework and that doesn't work: 0003-required-headers-synced-while-active . We didn't add it to the CI, but it is in the repo. We should either fix it and have it run in the CI or delete it.
