Add NFT Fractionalization pallet #284
Description
The FRAME NFT Fractionalization pallet allows to lock an NFT from pallet-nfts and mint fungible assets from pallet-assets. Including this pallet in the Trappist runtime would allow to build examples of a tokenized real-word asset (RWA), e.g. a real-estate property, whose fractionalized ownership is represented on-chain.
