States Rework

This is the first release that supports N-dimensional states. See the readme for more information.
This release is v3.0.0 instead of v2.3.0 out of an abundance of caution, I don't expect there to be any backwards compatibility issues, though there will be a number of deprecations.
A migration guide is in the works.
